I was receiving the message "Navigation to the webpage was canceled - What you can try: Retype the address" the other day on a customers machine when trying to view the help file. I was using F1 to display the CHM help file from within the application. Launching the help file from Windows Explorer exhibited the same results. It was an older system running Windows XP with Service Pack 3. It appears the issues is related to Microsoft KB 892675. The fix for me was the following registry entry:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
"MaxAllowedZone"=dword:00000001
